Transfer and Promotion Policy
REVISED TRANSFER POLICY FOR OFFICERS
The Transfer Policy referred to hereinunder is subject to the
administrative-exigencies of the Bank and Government guidelines issued
from time to time in
this regard. The Policy will be mutually reviewed once in two years or
earlier bearing in mind the needs and development aspect of the Bank.
The norms for transfer of an officer employee is governed by Regulation
47 of UCO Bank Officers' (Service) Regulations, 1979. Having regard to
this Regulation, the following broad operational guidelines are laid
down.
1.
Definition of Transfer :
A "transfer" should necessarily involve a change of posting involving a
change in the place/centre /station. For the purpose of computing the
stay at a place/ centre/ station, the area shall be restricted to the
Municipal area of the City or Town or the Panchayat in case of Village.
2.
Movement from one branch/office to another branch/office within the same
centre shall be considered as a placement and not a Transfer.
3.
Transfer of Officers in Scale-IV and above will be purely
according to the exigencies of- administration and the suitability of
the persons. However, while effecting transfer of Officers in these
scales, the provisions
of Promotion Policy for Officers with regard to "Operational Experience"
and the need for further exposure will be taken into account.

In this Transfer Policy, the concept of Inter-state Transfer is
being replaced by Inter-Zone Transfers. Hereafter there will be only two
types of transfers of officers upto scale III, viz., inter-zone
transfers and intra-zone
transfer, Inter-zone and intra-zone transfers of officers upto scale III
will be undertaken scale-wise.

Inter- zone transfers of officers in Scale-I, II and III
requiring transfer from the jurisdiction of one Zone to another and
transfer of all officers in
Scale-IV and above will be effected by Head Office, Personnel Services
Department Infra zone transfers of officers up to Scale III will be done
by the respective Zonal Heads.
6.
Officers in Scale-I, II and III - if there is excess of officers in a
particular Zone, they would be transferred to any Zone having deficit.
Exercise of sucManpower assessment will be done annually by 31st
January based on core business figures as of 31st December of previous
year and other allied banking activities.
7.
While undertaking the manpower assessment to arrive at the
Surplus-Deficit position of the Zones, the overall strength of officers
upto Scale-III shall be the basis of such manpower assessment and
movement of officers. The number of officers who are to be repatriated
back to their parent zone wilt be taken into account in the annual
manpower assessment. Officers upto scale-III who have completed
continuous stay of more than.10 years in a Centre will be transferred to
adjoining Centre Zone at the time of annual transfer exercise only,
Since inter state transfers are replaced by inter-zone transfers, as
mentioned under point
no 4, the basis of inter-zone transfers
will be longest continuous stay in the zone. Where however officers will
be transferred from one zone to another involving change of state, in
such cases, officers will be transferred on the basis of a scale-wise
combined list of officer in all the Surplus Zones in the respective
State drawn on the basis of their longest continuous stay in the State.
The officers having higher longest
continuous stay shall be transferred to
the farthest distance. For
the purpose of intra-zone transfers i.e. transfer from one centre to
another within the zone, longest continuous stay in a centre will be
the basis of such transfers.
8. Each
year, inter-zone transfer exercise will be initiated in the month of
March. Eligibility for transfer will be determined on the basis of cut
off date as on 31st March each year. For this purpose, tile
grace period as hitherto reckoned will be up to 15th May each
year. All transfer orders for inter-zone transfers will be issued by 15th
April each year. Transferee officers will be relieved for inter-zone
movement positively within 15th May each year for reporting
to the new .zone of posting. Officers up to Scale-III transferred from
one zone to another wilt be brought back to the zone from which they
were transferred earlier after serving for three years (effective
service) on their making application in this regard.
8.1 Effective Service
: In reckoning effective service, as aforesaid, leave availed up to 72
days during each year would be allowed. In case Leave is
availed beyond stipulated 72 days x 3 = 216 days in three years period,
It would require additional one year of service in order to become
eligible for transfer back under the subject stipulation. The word
"leave" should include all types of leave. Un availed Casual Leave which
might otherwise lapse as per rules, if availed of would not be reckoned
within the stipulated 72 days. This definition will be followed wherever
the words "effective service" have been used under this policy.
Note
: While calculating 'Effective Service' of an officer for the purpose of
transfer, the period spent on deputation in the zone where from he'has
been transferred, if any, will not be included in the effective service.
9.
Officers who are posted in a Zone in which their places of
domicile at the time of appointment do not fall and have completed three
years effective service may also apply for posting in the Zone
within which their place of domicile fall and such applications will be
considered at the time of annual inter-zone transfers.
10.
While effecting annual Inter-zone transfers, Officers who may have
completed three years effective service after changing their place of
domicile may apply for transfer to the Zone in which their new
place of domicile falls. Such application will be considered by the
Bank.
11.
Inspecting Officers, who are serving in the Zones than the one in
which their place of domicile fall shall be considered for stationary
posting within the Zone from where they were transferred earlier
on completion of 3 years effective service in inspection assignment. In
case they do not apply for reparation to the zone from where they were
transferred, they would be given stationery posting in the zone where
they were serving
as Inspecting Officers after completion of three years in Inspection
assignment.
12.
No transfer will be effected during January to March in the year. All
intra-zone transfers are to be effected after issuance of transfer
orders for inter-zone transfers. If any transfer is to be effected
during January to March, that should be with the concurrence of Head
Office, Personnel Services Department.
13.
All officers should be rotated every three years and no officer should
remain in the same branch or office for more than three years. In case
of
officers posted in difficult centers / non-family stations as determined
by the Bank, such rotations should be made on completion of 2 years
effective service at such centre.
14. Officers upto Scale-Ill should not be transferred from one
administrative office to another for consecutive terms except that the
Specialist Officers can be transferred from one administrative office to
another for consecutive terms.
15.
All officers would be liable to be transferred from their place of
posting after expiry of three years from the date of reporting except in
difficult/non-family centres where their stay shall not be more than two
years. Exception, however, may be made for exigencies of the Bank or on
compassionate ground, for which the reasons are to be recorded, but
shall not exceed five years.
Minimum Retention period
15.1
For inter-zone transfers
: Minimum retention period in a zone will be three years (without
considering the retention period in a place).
15.2 For
Intra-zone transfers
: Minimum retention period in a place will be three years.
Any transfer before the required retention period as aforesaid may be
considered by the Head Office, Personnel Services Department in the
interest of the Bank or on. compassionate grounds.
The time limit of the tenure would not apply in the case of -
a)
Transfer/posting on promotion
b)
Rural/Semi-urban posting
c)
Transfer on extreme compassionate grounds
15.3
In case of shifting of a branch from One zone to another, officers on
completion of three years in a shifted branch can opt for their transfer
to their parent Zone.
16. While
preparing the longest continuous stay list and identifying the officers
for inter-zone transfers, the transfer list will be prepared in the
following order:
16.1 For the purpose of inter-zone transfers, officers who have
never undergone any inter-zone
transfers would be identified first according to their longest
continuous stay in the zone without considering
their-retention. period in the zone/place and thereafter rest of the
officers will be identified
for inter-zone transfers on the basis of their longest Continuous Stay
in the zone without considering their retention period in the
zone/place.
16.2 In
case of Intra-zone transfers also, the transfer list shall be
prepared on the same analogy as stated in the preceding clause.
16.3 Officers
who have come to a Zone from outside upon change of domicile or
by choice/ request should not be considered as having served outside the
Zone.
16.4 Normally,
request for transfer from a deficit zone to a surplus zone will not be
entertained. Under exceptional circumstances such request can be
considered only by the Chairman & Managing Director or in his absence by
Executive Director. Officers who have been permitted to come to a
surplus Zone from outside on request shall be repatriated to their
Parent Zone on completion of three years tenure in the transferee Zone
unless they change their place of domicile within the transferee zone.
In case of request transfer from a Surplus Zone to a Deficit Zone, on
completion of three years tenure, they may continue to remain in the
transferee Deficit Zone till they apply for repatriation or Bank
transfers them due to its administrative exigency.
17.
Request of an officer serving outside the Zone for his posting In
the Zone of his domicile before completion of three years will be
considered by the Head Office, Personnel Services Department purely on
merit for a particular period and on the expiry of such period the
officer shall again be placed in any other Zone for the residual period
of three years if, the officer has initially put in less than two years
outside the Zone of domicile.
18.
Lady officer / Spouse transfer
Lady Officers up to Scale-II shall be transferred within the respective
Zone and Lady Officers in Scale-III shall be transferred within the
respective Zone as well as in the adjoining Zone(s).
18.1 Spouse Transfer:
As far as possible and within the constraints of Administrative
feasibility, husband and wife, both of whom are employed in the Bank,
will be posted at the same station (but not at the same branch or
office). The spouse who is senior in terms of cadre/grade or position in
the seniority list would be posted as per the requirements of the Bank
in conformity with the Policy and norms of transfer. The Bank will
consider favourably the request of the other spouse for a transfer to
the station or to the nearest branch/office where the senior spouse is
posted. Such request for transfer when acceded to would not be treated
as "on request. However, the guidelines under Regulations 17 of the
Officers' Service Regulations
issued by the Government in regard to service by the officers in Scale-i
at a rural branch and by officers in Scale-II at rural/semi urban branch
shall be applicable to lady officers also, not withstanding the special
provisions contained in this clause.
19.
Pro-retirement Transfers
Inter- Zone :
Three years before retirement, an officer would not be subjected to any
inter-Zone movement. However, if an officer was posted out of
Zone of domicile before this period, his request for returning back
to his Zone of domicile or choice will be considered after
completion of one year in the said Zone. Three years before his
retirement an officer shall at his request be transferred to the Zone
of domicile or choice, place being subject to availability of
vacancies. All such pre-retirement transfers will be considered at the
time of Annual inter-zone transfer exercise only.
20.
Transfer of Physically Handicapped Officers, Sports Personnel and
Officers having mentally challenged children.
Transfer / placement of officers who are Physically Handicapped or
Sports
Personnel or having mentally challenged children shall be as per the
Government guidelines issued from time to time in the matter.
21.
Rural/Semi-urban Postings
All officers in Scale-I and Scale-II shall be given rural/semi-urban
exposure as per Government guidelines. Zonal Offices shall provide such
exposure to officers on inter-se seniority basis.
Notwithstanding the norms for transfers laid down in this Transfer
Policy, the Bank shall have the right to transfer any officer to any
rural/semi-urban branch to complete the requisite period of such
service. Under any
circumstances, such exposure has to be undergone essentially before
promotion to SMGS-IV.
22.
Officers working on Specialist Assignments :
Transfer of all Officers upto Scale - III doing work on special
assignment (though they are generalist Officers) and who were earlier
treated as Specialist will be governed by this transfer policy.
23.
Overseas Postings :
Selection and posting of officers at overseas centers shall be as per
guidelines of the Government. Only those officers who have completed
rural/semi-urban service shall be eligible for selection for overseas
posting.
24.
The matters relating to Segment Specialisation :
Segment Specialised Officers would be governed by the extant Transfer
Policy for Officers. They should serve for a maximum period of two
terms, i.e. 6 years in such assignment in any branch / administrative
office. They would be transferred as per extant Transfer Policy for
Officers, but will be posted in the same functional segment.
25.
Special Provisions
25.1
The transfer orders once issued should be implemented within 30 days,
unless specifically
permitted by HO, Personnel.
25.2 Request
for transfer from officers will be considered only at the Bank's
discretion. Each request will be recorded.
25.3 The
transferee officers coming to a zone from other Zone (Zone of
domicile), subject to availability of vacancies, be posted In-urban/
semi-urban centers in preference to the officers of the same Zone
unless such officers are immediately required to be posted at rural
centers for such exposure.
25.4 In
Head Office / Zonal Offices, the minimum scale of officers should be
Scale-II with three years branch experience with the exception of
Specialist Officers.
25.5
Posting of Branch Managers :
Officers who shall be posted as Manager/Senior Manager, shall be guided
by the criteria laid down under the Transfer Policy, and their posting
as Manager/Senior Manager shall be decided according to their
suitability.
25.6.
Transfer of Officers who were appointed as Specialist but subsequently
became Generalist Officer shall be governed by this Transfer Policy.
25.7.
Transfer of Officers who were appointed as Specialist and still
continuing as Specialist shall also be governed-by this Transfer Policy.
25.8 In
this Transfer Policy, the word "State" shall include the periphery of
geographical locations covered under respective Political State. Andaman
& Nicobar islands will be considered as a part of Chennai Zone and
Sikkim will be considered as a part of Suri Zone.
25.9 In
the north-eastern states, Andaman & Nicobar Islands and J&K or any other
similar state(s), Govt. guidelines, if any in the matter of transfers
will be followed. Jammu & Kashmir would be treated to be separate from
Delhi Zone for the purpose of transfers.
25.10 Normally,
newly promoted officers in JMGS-I should not be posted as Branch Manager
on their first posting as an officer.
25.11
While effecting transfers, either on promotion, or in accordance with
the guidelines, the spirit should be respected that the transferred
employee is not posted to a branch from where he/she has earlier moved
out within last 3 years or where he /she has already worked for a total
period of 5 years or more during his /her earlier career. If for
administrative reasons, some deviations are called for, then the
transferring authority should obtain prior concurrence of his higher
authority. Any decision in the matter can be taken only by the Chairman
& Managing Director or in his absence by the Executive Director.
25.12 If
any branch manager is required to be transferred or moved to some other
branch/ office within the centre before three years, permission has to
be obtained from GM (PSD), Head Office.
25.13
After issuing any transfer order, the same authority will not be
competent to change such transfer order which can be done only by any
higher authority.
26. Policy for Deployment of Officers on Promotion :
26.1 General :
An Officer on promotion need not necessarily be transferred if he is not
otherwise due for transfer, provided vacancies are available. But they
shall not be retained in the same branch/office.
26.1.1 Although the transfers will be to any nearby deficit Zone, the
Bank may transfer officers to any
deficit Zone other than the nearby deficit Zone with a view to removing
overall imbalances i.e.,
surplus/ deficit positions and other administrative reasons.
26.1.2 All
inter-Zone movements will be on the basis position of different Zones.
At the same time, transfer may .be effected from the deficit Zones also
in order to meet the Inspection requirements and to provide officers to
various Zones. However, such transfers from deficit Zones will be kept
to the. minimum required level.
26.1.3
For scale-wise inter-Zone movement of officers, first the newly promoted
officers will be transferred on the basis of their Longest
Continuous Stay. Thereafter, if the number of transfers required from a
Zone exceeds the number of available new promotees, then remaining
transfers will be effected out of the existing officers in the
respective scales.
26.1.4. Newly
promoted officers shall be transferred without reckoning any normal
retention period. However, in case of newly promoted officers, who had
been serving outside their Zone of Domicile and returned back to their
Zone of Domicile, shaft not be subject to Inter-Zone transfer as far
possible before completion of three years period.
26.1.5 Officers who are required to complete the post-promotional
obligation in regard to rural and/or
semi-urban service, operational experience, as per provisions of
Promotion Policy shall be
provided with such exposure within the Zone oral reporting Zone.
As there is no Rural/Semi-
urban branch in New Delhi Zone and Kolkata Zone,
Officers from New Delhi Zone and Kolkata
Zone will be sent for such exposure to any nearby Zone(s).
26.1.6 If
the officers from one Zone are to be transferred to more than one Zones,
the principle of officers having higher Longest Continuous Stay in the
state to be transferred to farthest distance shall apply. In the cases
of officers having equal Longest Continuous Stay, their ranking in the
list should be made as per their seniority in the scale.
26.1.7 Notwithstanding what has been stated hereinabove, the Bank
reserves its right to transfer any officer as per provisions of Service
Regulations. Officers who are transferred out as per above may be
transferred back to their parent Zone after completion of 3 years of
effective service.
26.2 Officers JMGS I (On Promotion)
26.2.1 Scale-l Officers from surplus Zone will be moved to deficit Zone
as
decided by the Bank. First, the newly promoted Officers will be moved.
Thereafter, the other Officers who are not new promotees shall be moved.
If any newly promoted Officer remain in the Zone, their place of
postings must be changed.
26.3.Officers promoted from Scale-l to II :
26.3.1 Officers
in Scale-II shall be moved from surplus Zone to deficit
Zone as decided by the Bank subject to the provisions contained herein
[Clause 26.1.2 and 26.1.3 stated above] If any newly promoted Officer
remain in the Zone, their place of postings must be changed.
26.3.2 While
identifying officers on the basis of Longest Continuous Stay for inter
Zone movement, the Officers who have never served outside their State of
domicile shall be listed first according to their descending order of
Longest Continuous Stay and thereafter, the Officers who had served
outside their State of domicile in Scale-I shall be listed.
26.4 Officers promoted from MMGS-II to III:
26.4.1. Officers in Scale-Ill shall be moved from surplus Zone to
deficit Zone as decided by the Bank, subject to the provisions contained
in clause 26.1.2 and 26.1.3 above. If newly promoted officers remain in
the Zone, their place of postings must be changed.
26.4.2 While identifying Officers on the basis of Longest Continuous
Stay for inter Zone movement, the Officers who have never served outside
their State of domicile shall be listed first according to their
descending order of Longest Continuous Stay in the state and thereafter,
the Officers who had served outside their State of domicile in Scale-l
followed by Scale-11 shall be listed, according to their descending
order of Longest Continuous Stay.
27.
This transfer policy supersedes earlier Transfer Policy circulated vide
HO Circular No. CHO/POS/1/01 dated 02.02.01.
28.
This Policy shall be mutually reviewed every two years.
29.
Appeal :
An officer aggrieved by an order of transfer in violation of policy, may
represent to the Chairman & Managing Director within 7 days from the
date of receipt of the order and such representations will be disposed
of within 7 days of receipt of such representations.
30.
In case of any difficulty in the interpretation of any of the provisions
of this Transfer Policy, the Chairman & Managing Director will be the
Competent Authority to resolve the same keeping in view the spirit of
the policy.
31.
The aforesaid transfer policy is subject to approval of the Board of
Directors.
